People call Forge Langley Retaining Wall Contractors all the time and ask if their wall needs a permit. The honest answer is it depends on height, what the wall is holding, and which side of the municipal line you're on. Langley City, the Township of Langley, Surrey, Abbotsford, and Maple Ridge do not all treat this the same.
The short version
A low garden wall, a raised bed, a seat wall, those usually don't need a permit. A wall that holds back real grade, sits close to a property line, or supports a driveway, patio, or structure usually does. Once you get around a metre in height, plan on talking to the city and an engineer.
That 'about a metre' line is the one most homeowners remember, and it's a useful rule of thumb. It is not a magic number that works on every lot. A shorter wall holding a driveway can still need a design. A taller decorative wall that isn't retaining much soil might be treated differently. The city cares about risk, not just a tape measure.
Langley City vs the Township
Langley is two governments. The City is the smaller urban core. The Township covers Walnut Grove, Willoughby, Fort Langley, Murrayville, Brookswood, Aldergrove, and a lot of the new builds. Each has its own building department and its own reading of the code.

Surrey, Abbotsford, and Maple Ridge
Same idea, different counters. Surrey is picky on walls near property lines and on anything holding a load. Abbotsford and Maple Ridge both want engineering on taller or structural walls. If your lot backs onto a neighbour's yard or a lane, expect more scrutiny. That's normal. It protects you as much as it protects them.
What the engineer actually does
An engineer sizes the wall for the soil, the height, and the load. They specify the footing, the steel, the geogrid, and the drainage. Then they stamp the drawings so the city will issue a permit. We work with a registered engineer when the job calls for it. You don't have to find one yourself.
This is also where cheap quotes fall apart. A crew that says 'we don't do permits' is telling you they'll build something the city can make you remove. That's not a savings.
Setbacks, neighbours, and shared grade
A wall on or near a property line can trigger extra rules, especially if it changes how water leaves the lot. If the neighbour's yard sits higher than yours, or yours sits higher than theirs, we look at that before we quote. Drainage that dumps onto the next property is how you get a complaint, and sometimes a stop-work.
